The job seeker would still enclose their CV but this time the context of the letter is to tell the employer about their skills/experience and what they can bring to that particular company. Again, the structure and content are key to the success in finding those hidden vacancies - i.e.unadvertised vacancies - which make up a massive part of the job market.
